Texas Southern University Launches Ascend 2030 Strategic Plan, Defining a Clear Path for Student Progress and Institutional Growth

On April 23, Texas Southern University launched Ascend 2030, a comprehensive strategic plan that establishes a clear direction and a disciplined approach to driving student outcomes and expanding institutional impact.

The plan focuses on accelerating the forward trajectory of student progression, aligning programs to workforce demand, and building the institutional capacity required to support long-term success as the University approaches its centennial in 2027.

Ascend 2030 is guided by a people-driven, technology-enhanced framework centered on institutional precision, community impact, and expanded opportunity for graduates. It is anchored in three principles—renew, enhance, and expand—which define how the University is strengthening its foundation, improving performance, and increasing its reach.

“Ascend 2030 sets a clear direction for Texas Southern, grounded in outcomes and accountability,” said President J. W. Crawford III. “Our focus is on results—ensuring more students are moving forward, reaching key milestones, and staying on track to graduate prepared for what comes next. We are strengthening how the institution operates, improving performance across critical areas, and expanding our impact in ways that are aligned with the opportunities ahead.”

The strategic plan, approved by the Texas Southern University Board of Regents, focuses on four priority areas:

Student Achievement and Outcomes
Advancing persistence and progression, aligning programs to workforce demand, and expanding access to high-value credentials.

Academic Research and Innovation
Integrating teaching, learning, and research while strengthening partnerships that support knowledge creation and workforce development.

Operational Excellence
Emphasizing efficiency and effectiveness, strengthening institutional effectiveness, and enhancing the student and employee experience.

Technology and Artificial Intelligence
Integrating digital tools and emerging technologies to support learning, streamline operations, and prepare graduates for a rapidly evolving workforce.

The launch of Ascend 2030 reflects measurable institutional progress and a focus on delivering outcomes.

Across healthcare, business, education, and STEM, the University continues to expand programs aligned to high-demand careers, supported by partnerships with employers and community organizations that create access to internships, hands-on learning, and clear pathways from education to the workforce.

This work is taking place alongside visible institutional growth. Through its recently approved campus master plan, Texas Southern is preparing to advance new academic, research, and student-focused facilities that will expand capacity and diversify the campus experience.

Texas Southern’s impact extends beyond the campus through its graduates—educators, entrepreneurs, healthcare professionals, and public servants—who contribute across Texas and beyond. The University’s broader economic and workforce impact will be detailed in a forthcoming economic impact report.

Houston’s continued expansion in aerospace, healthcare, energy, emerging technologies, and public service presents significant opportunities for the University. Texas Southern University is one of 13 Historically Black Colleges and Universities designated as a Doctoral University of High Research Activity (R2), reflecting its growing research capacity and academic strength. The University has also earned the Carnegie Classification for Community Engagement and is the first HBCU in Texas to achieve both distinctions concurrently.
